In terms of the Broad-Based Black Economic Empowerment Act 53 of 2003 (the Act) Exempt Micro Enterprises (EME’s) are exempt from measurement in terms of the onerous BEE scorecard for larger entities. In general EME’s are entities with a turnover of below R5 million. EME’s obtain an automatic Level 4 BEE status and if they are also black owned their BEE status automatically promotes to Level 3. Both a level 4 and 3 status is considered to be a good BEE status which offers such businesses a significant competitive advantage when it comes to private and public sector procurement over businesses with a lower BEE status or those with none.
